On July 15, 2025, Manuel Enrique Garcia, a mental health therapist at a substance abuse facility, was arrested in Miami-Dade County on charges of sexual assault. Garcia, 33, is facing four felony charges related to sexual battery on clients and is currently being held on a $30,000 bond at the Turner Guilford Knight Correctional Center.
According to media reports, Garcia worked at Concept House Treatment Center, located at 162 NE 49th St in Miami, FL. Two of Garcia's patients reported that they were sexually assaulted by Garcia within the last six months. After his arrest, another victim came forward, bringing the total up to three victims and more charges.
According to the arrest report, one woman in her 40s told police that Garcia assaulted her during a one-on-one therapy session after she had been admitted during a depressive episode. She said Garcia asked her if she "liked him" and then pulled her bottoms down and raped her in his office. Garcia then told her not to report what happened, stating he could lose his job and she would be discharged and forced back into homelessness, the report states.
Another woman described two separate incidents involving Garcia. She said Garcia offered to help retrieve some personal items from her storage in his office, then forced her to perform oral sex, according to the report. Investigators say she complied out of fear, worried Garcia would negatively impact her court case or delay her discharge so she could be reunified with her child. In the second incident, she said Garcia recorded her performing oral sex on him while she was making a phone call, and she froze in fear, the report states. The third woman reported that Garcia also forced her to perform oral sex and touched her inappropriately several times.
Concept House is an addiction treatment center affiliated with Banyan Community Health. They’ve been around since 1970. This location provides residential substance abuse treatment for women.
“These are women who go there for help—many dealing with depression or substance abuse,” said Officer Mike Vega, a Miami Police spokesperson. “For a therapist to take advantage of them is immoral. Garcia exploited the trust and vulnerability of the women he was supposed to help, allegedly sexually assaulting them during treatment sessions."
Finding the right medical provider can be a challenging task. A person looks for seasoned professionals who possess good bedside manner, compassion, and empathy. When we finally decide on one, we hope to feel better over time, rather than being violated by the very person we trust. Healthcare providers hold a position of trust in the patient relationship. It is both unacceptable and unlawful for a healthcare professional to touch a patient in any sexual manner or commit any sexual misconduct while treating the patient.
Horowitz Law has filed numerous sexual misconduct claims against medical professionals on behalf of patients who were inappropriately touched in their care. Under no circumstances is a doctor or nurse permitted to have sexual contact with a patient.
