Fr. Hernan Toro was ordained a priest in 1956 who served in the Archdiocese of San Francisco and the in the Diocese of San Jose. He also had ties to the Archdiocese of Popayan in Colombia. According to media reports, in 1983, Toro sexually abused a child while assigned to Our Lady Star of the Sea Parish in Santa Clara, California in 1983. Toro was criminally convicted and forced to register as a sex offender.

Fr. Toro was permanently banned from ministry in 1990. The Diocese of San Jose included Toro on its list of clergy credibly accused of child sexual abuse.

As of 2018, Fr. Toro has been living in San Leandro, California.
