Tampa Bay Area Hand and Stone Massage Therapist Martin Munroe Surrenders License After Sexual Assault Complaint

Massage therapist Martin Munroe voluntarily surrendered his license to practice massage therapy in Florida, which was accepted and adjudged as a discipline on October 24, 2024, by the Board of Massage Therapy. This Final Order to voluntarily relinquish his license was made to avoid disciplinary action brought by the Florida Department of Health after a report was made alleging sexual misconduct during a massage Munroe performed while working at Hand and Stone Massage and Facial Spa in Wesley Chapel, FL. By surrendering his license, it prohibits any further administrative action regarding this case. Munroe has been licensed as a massage therapist in Florida since November 2006. According to a business directory, Munroe was a massage therapist at Chambers Medical for 14 years.

According to the investigative report, a 37-year-old female filed a complaint to authorities stating Munroe allegedly tried to lick her private area while her breasts were exposed during a 60-minute massage at Hand and Stone on December 20, 2023. Munroe was charged with battery in Pasco County on February 22, 2024, and while under oath, Munroe admitted that he willfully touched the victim during the massage. Munroe submitted the voluntary relinquishment in February of 2024.

This is just one of the many disturbing trends of sexual misconduct by massage therapists statewide. Under Florida law, massage therapists occupy positions of trust, and all sexual activity between the massage therapist and clients is strictly prohibited. Munroe violated the massage therapist-patient relationship. A massage therapist may not use his relationship with a client to induce or attempt to induce the patient to engage or to engage or attempt to engage the patient in sexual activity outside the scope of practice or the scope of generally accepted examination or treatment of the patient.
