Allegations Against Father Norman Leboeuf at St. Agnes Church
According to the Rhode Island Attorney General’s 2026 report, a man reported to the Diocese in 2018 that Leboeuf sexually abused him when he was 14 or 15 years old in 1965 or 1966, while Leboeuf was assigned to St. Agnes Church in Providence.
The complainant alleged that after he served as an altar boy at a wedding, Leboeuf fondled him during a car ride home. He also reportedly said that Leboeuf later called him at home and asked him to come to the St. Agnes rectory so he could apologize in person. Once there, Leboeuf allegedly tried to kiss him and touch his genitals, but the complainant was able to leave.
According to BishopAccountability.org, the complainant said he told a close friend about the incidents shortly after they happened. Rhode Island State Police later interviewed that friend in 2024, and the friend reportedly confirmed that the complainant had disclosed the abuse when they were teenagers.
Diocese of Providence Response to Father Norman Leboeuf Allegation
According to the Rhode Island Attorney General’s 2026 report, the allegation was presented to the Diocesan Review Board in February 2019, but there is no record of what, if anything, was determined or recommended. The Diocese also offered to coordinate counseling services for the complainant.
Leboeuf was not included when the Diocese of Providence published its 2019 list of clergy who have been credibly accused of sexual abuse of a minor. According to The Providence Journal, the complainant publicly questioned why Leboeuf was omitted from the Diocese list after he had reported the allegation.
