Orlando Massage Therapist Hector Castro Gets License Suspended for Alleged Sexual Misconduct

On October 1, 2025, the Florida Department of Health, Board of Massage Therapy, filed an administrative complaint against massage therapist Hector Castro (License No. MA 90630) of Kissimmee, Florida. The complaint arises from allegations of sexual misconduct during a massage Castro performed while working at Massage Luxe in Osceola County. Because of the severity of these allegations, the DOH has issued an Emergency Suspension Order against Castro’s massage therapy license, prohibiting him from practicing while the case proceeds. Castro has been licensed to practice massage therapy since July 2018.

According to the complaint, on June 19, 2025, a 32-year-old woman received a massage from Castro at Massage Luxe. During the session, Castro allegedly removed the draping that covered the lower half of the client’s body, exposing her from the waist down without consent. He then allegedly placed his hand inside her underwear near her vaginal area and asked, “Can I touch here?” The client refused, replying “no.” Castro allegedly repeated the question before moving his hand toward her breast area and again asking, “Can I touch?” The client again refused.

When clients schedule a massage, they do so to relax and relieve stress. They trust that licensed massage therapists are properly vetted and will act with professionalism and integrity.

Florida law acknowledges that massage clients are placed in private and vulnerable settings, where inappropriate behavior can occur if a therapist abuses their position. For this reason, therapists must demonstrate sound judgment and strong moral character to practice safely.

The Department alleges that Castro violated professional and ethical standards by:

  • Exposing the client’s body without consent;
  • Reaching under the client’s underwear near her vaginal area, and
  • Attempting to touch her vagina and breast.

Any sexual contact or attempt at sexual contact during massage therapy is unlawful, unethical, and a clear violation of professional duty. The Florida Department of Health enforces these laws to protect the public and preserve trust in the massage therapy profession.
