Florida Massage Envy Therapist Victor Jimenez Milian’s License Suspended Following Alleged Sexual Assault of Client

On June 24, 2026, the Florida Department of Health issued an Emergency Suspension Order against the massage therapy license of Victor Jimenez Milian following allegations that he sexually assaulted a client during a massage session while working at a Massage Envy location in Lee County, Florida.

According to the Florida Department of Health, Milian has been licensed as a massage therapist in Florida since November 2024. His license was immediately suspended after the Department determined that his continued practice constituted an immediate and serious danger to the public.

Allegations Against Victor Jimenez Milian

According to the Department of Health’s Emergency Suspension Order, the allegations stem from an incident involving a female client during a massage appointment on November 14, 2025.

Authorities allege that:

  • The client disrobed, lay face down on the massage table, and covered herself with a sheet before the massage began
  • After the client turned onto her back, Milian allegedly began touching her face in an intimate manner unrelated to massage therapy
  • Milian allegedly grabbed the client’s wrist, choked her, and prevented her from getting off the massage table after she objected
  • Investigators allege Milian touched the client’s breasts and genital area without her consent
  • The Department of Health further alleges Milian digitally penetrated the client and attempted to force her to engage in oral sex
  • According to the Emergency Suspension Order, the client repeatedly told Milian “no” and attempted to move away during the incident
  • The Order further alleges Milian ejaculated on the client before leaving the treatment room

Facts and Background

According to the Emergency Suspension Order:

  • Milian was working as a massage therapist at a Massage Envy location in Lee County at the time of the alleged incident.
  • The Department determined that the alleged conduct was unrelated to any legitimate massage therapy treatment and fell well outside the accepted standards of professional practice.
  • The Department further concluded that the alleged conduct exceeded the scope of the client’s consent and violated accepted standards governing the practice of massage therapy.
  • The alleged conduct escalated from inappropriate touching to sexual assault.
  • The client immediately reported the incident to law enforcement following the massage.
  • As of the date of the Emergency Suspension Order, no criminal charges against Milian were reflected in publicly available Lee County court records.

Emergency Suspension of License

The Florida Department of Health concluded that Milian willfully abused his position as a massage therapist to sexually violate a client who trusted him to act professionally.

State regulators further determined that his alleged conduct demonstrated a lack of good judgment and moral character necessary to safely practice massage therapy. According to the Emergency Suspension Order, Milian’s continued practice constitutes “an immediate and serious danger to the health, safety, or welfare of the public.”

As a result, the Department immediately suspended Milian’s massage therapy license pending further disciplinary proceedings.

Massage Therapists Occupy Positions of Trust

When clients schedule a massage, they do so to relax and relieve stress. They trust that licensed massage therapists are properly vetted and will act professionally, with integrity, and with respect for boundaries.

Under Florida law, massage therapists occupy positions of trust, and any sexual contact with a client is strictly prohibited. A therapist may not use the therapist-client relationship to induce or attempt to induce a client to engage in sexual activity outside the accepted scope of practice or standards of treatment.

It is unlawful, unethical, and a violation of professional duty for any massage therapist to touch a client sexually. Because massage therapy occurs in private settings where clients are especially vulnerable, practitioners are expected to exercise sound judgment and uphold the highest standards of moral character.

The allegations against Victor Jimenez Milian describe an alleged abuse of the therapist-client relationship involving a client who sought professional massage therapy services.
