On April 6, 2026, the Florida Department of Health issued an Emergency Suspension Order against the license of massage therapist Xavier Robinson in Palm Beach County, Florida. The Order was issued following allegations of sexual misconduct during a massage session performed while Robinson was working at a Massage Envy location in West Boca Raton.

Allegations Against Xavier Robinson
According to the Department of Health’s Emergency Order, the allegations stem from an incident on or about November 1, 2025, involving a female client.
Authorities allege that:
- The client presented for a massage at Massage Envy located at 7050 West Palmetto Park Rd, and disrobed to her lower undergarments before lying face-down on the table
- The client specifically instructed Robinson to focus on her shoulders and back and not massage her legs
- Robinson requested permission to briefly massage her legs, and the client agreed for a limited time
- During the massage, Robinson repeatedly adjusted the draping until the client became fully undraped without her consent
- Robinson asked the client to turn onto her back and later failed to properly re-drape her legs
- Robinson pulled down the client’s underwear without consent
- Robinson then rubbed the client’s labia and/or clitoris with his hand
- Robinson inserted one or more fingers into the client’s vagina and touched her breast and nipple
- The client froze in shock and panic during the incident
- Robinson continued the conduct and told the client, “it’s okay”
- Robinson later positioned himself behind the client and pressed his body against her
According to the Emergency Order, the client did not consent to any of this conduct.
Facts and Background
According to the Emergency Suspension Order:
- Robinson was practicing as a massage therapist at Massage Envy at the time of the incident
- The client communicated clear boundaries at the beginning of the session
- Robinson exceeded the scope of consent by undraping the client and engaging in sexual contact
- The alleged conduct escalated from inappropriate draping to sexual touching and digital penetration
- The client attempted to move away during the incident
The Department of Health determined that these actions were outside the scope of acceptable massage therapy practice and violated professional standards.
Emergency Suspension of License
The Florida Department of Health concluded that Robinson willfully abused his position as a massage therapist to sexually violate a client who trusted him to act professionally.
State regulators determined that his conduct demonstrates a lack of good judgment and moral character necessary to safely practice massage therapy, and that his continued practice constitutes an immediate and serious danger to the public.
As a result, the Department issued an immediate suspension of Robinson’s license pending further disciplinary proceedings.
Massage Therapists Occupy Positions of Trust
When clients schedule a massage, they do so to relax and relieve stress. They trust that licensed massage therapists are properly vetted and will act professionally, with integrity, and with respect for boundaries.
Under Florida law, massage therapists occupy positions of trust, and any sexual contact with a client is strictly prohibited. A therapist may not use the therapist-client relationship to induce or attempt to induce a client to engage in sexual activity outside the accepted scope of practice or standards of treatment.
It is unlawful, unethical, and a violation of professional duty for any massage therapist to touch a client sexually. Because massage therapy occurs in private settings where clients are especially vulnerable, practitioners are expected to exercise sound judgment and uphold the highest standards of moral character.
