Melbourne Massage Therapist Frank Delisi Surrenders License After Sexual Assault Complaint

Massage therapist Frank Delisi surrendered his license to practice massage therapy in Florida, which was accepted and adjudged as a discipline in a Final Order on November 4, 2022, by the Board of Massage Therapy. This Final Order was in response to a disciplinary action brought by the Florida Department of Health after a report was made alleging he engaged in sexual misconduct during a massage Delisi performed while working at Euphoria Day Spa & Salon in Melbourne, FL This licensure relinquishment prohibits any further administrative action regarding this case. Delisi had been licensed as a massage therapist in Florida since November 2009.

According to the Department of Health, Delisi's surrender of license came after an administrative complaint was made claiming Delisi sexually abused a 48-year-old female during a 60-minute massage at Euphoria Day Spa back in October 2021. The claim states that the client disrobed, laid face down and covered herself with the sheet provided. The client specifically told Delisi to concentrate on her neck, shoulders, and calves. Despite her directives, Delisi reportedly uncovered her buttocks area from the sheet and massaged her lower back and buttocks. Delisi allegedly ran his hands down her spine, on her buttocks, and ran them up the sides, along her breasts. Delisi is accused of sliding his hands palm facing up under the client's thighs and touched her labia. He then allegedly repeated the movement on the other side, touching her labia again. The client reportedly felt violated that Delisi touched her inappropriately and without permission.

This is just one of the the many disturbing cases of alleged sexual misconduct by massage therapists statewide. Under Florida law, massage therapists occupy positions of trust, and all sexual activity between the massage therapist and clients is strictly prohibited. Frank Delisi allegedly violated the massage therapist-patient relationship. A massage therapist may not use his relationship with a client to induce or attempt to induce the patient to engage or to engage or attempt to engage the patient in sexual activity outside the scope of practice or the scope of generally accepted examination or treatment of the patient.
